Both sides blamed in Jenin report

A United Nations report on Israel's assault on the Jenin refugee camp last March has blamed both sides for the heavy casualties that followed.

It says Israel endangered civilians by using heavy weaponry in densely populated areas, while 200 Palestinian fighters used the West Bank camp as a base.

The report, prepared by UN Secretary-General, Kofi Annan, avoided using the word ‘massacre’.

It also dismissed Arab claims that hundreds of Palestinians died in the operation which followed a wave of suicide bombings in Israel.
