Cuba has said its opposed to plans by Washington to detain Taliban and al-Qaeda prisoners at a US Navy base at Guantanamo Bay on the island. However, senior officials said that the decision would not threaten military calm on the base's border, which is heavily guarded on both sides.
The United States military has complete control over what happens at the military base. While condemning the 11 September attacks on the United States, Havana has also opposed the bombing campaign in Afghanistan. The Castro government called it a "massacre of civilians to advance imperial goals".
In a separate development, the Havana Parliament has awarded the distinction of heroes of the republic to five Cuban nationals who were given jail sentences in United States for spying. The Cuban parliament said that the five were infiltrating terrorist groups in the Cuban exile community.
