The Football Association of Ireland First Instance Committee has awarded club licenses to 20 eircom league clubs.
Fifteen Premier Division licenses and five First Division licenses were approved with only one club failing to receive a licence.
It is believed that Limerick are the only club not to receive a licence, while it is rumoured that the 15 Premier licences went to the existing eleven Premier Division clubs along with First Division champions Shamrock Rovers, Galway United, Dundalk and Cobh Ramblers.
Any appeal of the first instance committee’s decision must be lodged within five days.
