Wales interim head coach Matt Sherratt has made sweeping changes to his side for Saturday's Guinness Six Nations meeting with Ireland in Cardiff (2.15pm).
In his first game since replacing Warren Gatland, the Cardiff boss has changed eight of his starting XV, with Gareth Anscombe returning to win his 40th cap at out-half, while Scarlets' Ellis Mee is in for his debut on the wing.
The Nottingham-born back, whose mother is from Newport, starts on the left wing where he replaces the injured Josh Adams.
Mee forms part of a inexperienced backline for the game at the Principality Stadium. While Gloucester pair Anscombe and Tomos Williams have a combined 100 caps in the half-backs, there are just 26 Test appearances between their centres and back three.
There is a heavy Gloucester influence on the backline though, with Max Llewellyn brought into the 13 shirt, where he joins Ben Thomas in midfield. Thomas starts in his natural inside centre position, having worn the 10 shirt in the opening two games.
In the pack, Sherratt has picked a new front row, with Nicky Smith starting his first Six Nations game since 2015, while Elliot Dee starts at hooker and WillGriff John makes his Six Nations debut at tighthead prop.
Dafydd Jenkins has recovered from injury to reclaim his place alongside Will Rowlands in thee second row, while Tommy Reffell replaces James Botham in the back row, where he joins captain Jac Morgan as second breakdown specialist, with Taulupe Faletau completing the side.
Wales: Blair Murray; Tom Rogers, Max Llewellyn, Ben Thomas, Ellis Mee; Gareth Anscombe, Tomos Williams; Nicky Smith, Elliot Dee, WillGriff John; Will Rowlands, Dafydd Jenkins; Jac Morgan, Tommy Reffell, Taulupe Faletau.
Replacements: Evan Lloyd, Gareth Thomas, Henry Thomas, Teddy Williams, Aaron Wainwright, Rhodri Williams, Jarrod Evans, Joe Roberts.
Scotland co-captain Finn Russell (above) has been passed fit for Saturday's Calcutta Cup match with England but fellow back Darcy Graham misses out.
The key duo were doubts for the Six Nations showdown at Allianz Stadium after colliding with each other and being forced off with head injuries in the first half of the defeat by Ireland.
Russell has been able to recover in time and pass the concussion protocols to be named at number 10.
But Graham, who came off worst in the clash between the pair and was taken to hospital as a precaution, has not been deemed fit enough for inclusion in the 23.
The Edinburgh wing has been replaced by Glasgow’s Kyle Rowe in the only change to Scotland’s backline from the side that lost 32-18 to Ireland.
There are two changes to the Scottish pack, with Edinburgh pair Pierre Schoeman and Jamie Ritchie taking over from Glasgow duo Rory Sutherland and Matt Fagerson in the front row and back row respectively.
Sutherland and Fagerson both drop to the bench where they are joined by fellow forwards Ewan Ashman, Will Hurd, Sam Skinner and Gregor Brown in a 6-2 split.
Glasgow duo Jamie Dobie and Stafford McDowall – who both played more than half of the Ireland game after coming on for Graham and Russell – are again the two replacement backs as Gregor Townsend’s side head to Twickenham bidding to win the Calcutta Cup for the fifth year in succession.
Meanwhile, England lock George Martin has been ruled out.
The 23-year-old Leicester player, who was due to be on Steve Borthwick's bench, has been replaced by Bath forward Ted Hill.
Scotland (v England): Blair Kinghorn; Kyle Rowe, Huw Jones, Tom Jordan, Duhan van der Merwe; Finn Russell (co-capt), Ben White; Pierre Schoeman, Dave Cherry, Zander Fagerson; Jonny Gray, Grant Gilchrist; Jamie Ritchie, Rory Darge (co-capt), Jack Dempsey.
Replacements: Ewan Ashman, Rory Sutherland, Will Hurd, Sam Skinner, Gregor Brown, Matt Fagerson, Jamie Dobie, Stafford McDowall.
