The Freedom of Limerick has been conferred on retired Detective Garda Ben O'Sullivan and posthumously on his colleague and friend Det Garda Jerry McCabe.
Both men were shot during an IRA post office robbery in Adare in 1996.
Mr O'Sullivan, who was seriously injured in the attack, said it was his dear wish that his friend could have been there.
Anne McCabe accepted the honour on behalf of her late husband.
The Freedom of Limerick is the highest honour that can be bestowed by the citizens of the city on those who have made an exceptional and unique contribution to their communities.
Both families said it was a treasured award, as it was a measure of the esteem in which they were held by the people of the city.
