Independent TD Mattie McGrath said in the Dáil what was happening at airports was shambolic and a "scamdemic".

He said it was open season for anyone to come in from a red hotspot.

He also said it was disgraceful when there are limits on GAA and church attendance and pubs aren't allowed reopen. 

On capacity issues, the Minister Donelly said the HSE estimated that operating theatres would be down 30%, outpatients down 30% and diagnostics and scopes down more than 50%.
