The Taoiseach says Ireland will support Moldova in its quest to join the EU, adding that it is a key priority of Ireland's presidency of the Council of the EU.
Moldovan President Maia Sandu met with President Catherine Connolly earlier and held a meeting with Micheál Martin at lunchtime.
President Sandu said Moldova has been described by the European Commission as the "best student in class" in terms of its preparations for accession, and that it was ready for the formal opening of negotiations to join the bloc.
President Sandu said: "In 2004 under an Irish presidency, Europe completed the largest ever enlargement. We're asking Ireland to bring that same vision and solidarity to Moldova's cause today, so that we can take decisive steps forward."
During the visit, Ireland signed an agreement on the mutual recognition of driving licences. There are over 30,000 Moldovans living in Ireland.
Minister Canney signs bilateral driving licence agreement
Meanwhile, Minister of State with responsibility for Road Safety Seán Canney signed an agreement with Moldova on the reciprocal exchange of driving licences. The agreement was signed at Leinster House during President Sandu's visit.
The agreement provides for the mutual recognition and exchange of driving licences between Ireland and Moldova.
Under its terms, holders of a full Irish driving licence who relocate to Moldova may exchange their licence for a Moldovan equivalent, and Moldovan licence holders may do the same if resident in Ireland.
In a statement, Minister for Transport, Darragh O'Brien, said: "I am particularly pleased to be able to announce this agreement between Ireland and Moldova.
"This agreement marks a positive step forward in the relationship between Ireland and Moldova and will significantly reduce barriers to mobility and employment between the two countries."
Mr Canney said the agreement "offers significant practical benefits, including reducing barriers to mobility, facilitating employment opportunities, and promoting ease of integration for individuals relocating between the two jurisdictions".
The department said it plans to bring forward the regulations to operationalise the agreement within 60 days.
