The review of the failed Fianna Fáil presidential campaign will be chaired by barrister Ciaran O'Loughlin and it will be completed within four weeks.
Members of the parliamentary party will also be involved including TDs Eamon Scanlon, Tom Brabazon and Senator Margaret Murphy O'Mahony.
At a party meeting tonight, TD James O'Connor was said to be concerned about having only internal legal advice for the review.
While Pat The Cope Gallagher said it was essential that the total cost of the presidential campaign is included in the final report.
The review will consider the steps taken during the identification and selection process.
It will also examine the basis on which Jim Gavin was selected as a candidate.
And there will be a focus on the election campaign, up to and including Sunday, 5 October.
Fianna Fáil candidate Jim Gavin withdrew from the Presidential Election on that day.
His withdrawal came following an Irish Independent report that he owed a former tenant €3,300.
Fianna Fáil leader Micheál Martin said "very comprehensive due diligence" was done on presidential candidate Jim Gavin, but that an issue with a former tenant was "probably buried somewhere in the recesses of his mind".
In an interview on RTÉ's Six One News, Mr Martin said he took full responsibility for backing Jim Gavin as Fianna Fáil's presidential candidate.
At a meeting of the parliamentary party days after Mr Gavin’s withdrawal, Mr Martin apologised to his party colleagues for the Presidential Election debacle, saying he was devastated at what had happened.
