The Rural Independent Group has asked the Tánaiste during Leaders Questions if the main political parties would repay the cost of the recent referendums on Family and Care.
"It's beyond shocking that no time has been set aside to discuss the result of the recent referendum," said Deputy Mattie McGrath.
The reality is that the referendum result mark the largest no vote in referendum history, he said.
The Government parties and all its legions of NGOs could only convince an average of 13% of voters, the Tipperary TD added.
"These figures underscore the detachment of Ireland’s political establishment from the political realities facing people."
Deputy McGrath said he was demanding adequate Dáil time to debate the matter.
"The house must reflect on the nationwide concerns ... will you repay the €23 million to the taxpayers for the two referendums?" he asked, adding "no one requested them."
Tánaiste Micheál Martin said the people were superior to the Dáil.
"The power of amendment rests with the people," he said. "The people have decided …I respect that. This Oireachtas put the question to the public.
"We were acting on a succession of reports that had broad support.
"It’s not fair for you to say the people were misled in this house."
Minister Martin also said the legal advice was extensive and went much further than the letter published on the eve of the election on The Ditch website.
Mr McGrath questioned: "How you could be so out of touch with the people?"
"You deliberately got a wording for the carers … to ensure that you wouldn’t give them funding."
Mr McGrath said the Government should call an election.
Mr Martin said the wording would not have damaged carers.
"Government continues to spend on carers and disability more generally," he said.
