Proposals to quickly establish an Independent oversight group to ensure the culture within the Defence Forces changes are to be brought to a meeting of the Cabinet in the morning by the Tánaiste.
This follows the publication of the Independent Review Group last week.
Speaking tonight, Micheál Martin said people within the Defence Forces have told him that previous strategies and policies have not been implemented on the ground.
"We need to see it manifested in terms of the rank and file members," he said.
Mr Martin said this will be the "litmus test" for the "cultural transformation that has to occur."
He said the oversight body would hold everyone to account to ensure that recommended changes in the Defence Forces are implemented.
Separately, the Tánaiste said that a joint sitting of the Oireachtas for visiting US President Joe Biden next week has yet to be confirmed but added that it would be a "good occasion."
Micheál Martin also said that Minister for Housing Darragh O'Brien was not overruled by the Taoiseach on the decision to lift the evictions ban.
He said Mr O'Brien was of the view that continuing with the ban would have made things worse.
