The Cabinet is set to sign-off on proposals to develop the National Maternity Hospital at the St Vincent's Hospital campus.
It is believed Minister for Health Stephen Donnelly intends to bring a memo to Cabinet seeking to green light the project.
He will stress that protections have been put in place to ensure clinical independence.
It is anticipated Minister Donnelly will also emphasise how the new hospital will lead to a substantial improvement in women's healthcare.
However, a former master of the National Maternity Hospital, Dr Peter Boylan, has sent a letter to Taoiseach Micheál Martin requesting the Cabinet holds off taking any decision.

Dr Boylan is particularly concerned about how the Religious Sisters of Charity will transfer the ownership of lands at St Vincent's to an independent entity, which would then lease the new maternity hospital to the State.
In his letter, Dr Boylan states: "I believe these concerns must be urgently considered by Government before any decisions are made as to how or if the National Maternity Hospital relocation project- as currently planned - should now proceed."
Minister Donnelly has repeatedly stressed that the only influence at the new hospital will be medical influence.
It is anticipated the new hospital could cost between €800m and €1bn.
