Minister for Transport Shane Ross is to support his cabinet colleagues Finian McGrath and John Halligan who plan to protest against US President Donald Trump's visit to Ireland.
However, a spokesperson for the Independent members of Government said that Minister Ross would decide over the next few weeks how to voice his disapproval of President Trump's policies.
She said that Minister Denis Naugthen is of the view that protest does not bring about change, but engagement does.
The White House announced last week that Mr Trump would visit Ireland in November.
The topic was briefly discussed at today's cabinet meeting but the details of the visit have not yet been established.
A Government spokesman said the Taoiseach Leo Varadkar was well aware of the views of Ministers McGrath and Halligan.
He added that the visit was important in the context of the 150,000 employees of US companies here and those working for the 400 Irish companies in the US.
