Minister for Finance, Public Expenditure and Reform Paschal Donohoe is to draft legislation that will change how decisions around the dismissal of civil servants are made.
Currently, all serious decisions on discipline have to be taken at the very top of an organisation.
Under these proposed changes the head of a civil service organisation will have the power to assign decisions around dismissals and serious disciplinary matters downward in their organisation.
The appeals process is also set to be simplified.
A Government spokesperson said the move is in line with the People Strategy for the Civil Service 2017-2020, which aims to build the key role of line managers and help them to manage effectively.
