The Department of Foreign Affairs has confirmed that there were nine landings of US military flights at Shannon from 1 January to 24 February which involved stopovers.

A stopover involves an overnight stay usually to allow the crew to rest.

In a Dáil answer to TD Paul Murphy, Minister for Foreign Affairs Simon Coveney said that up to 17 February diplomatic clearance had been given for 44 landings of military aircraft in Ireland.

Clearance for such landings can only be given by the Department of Foreign Affairs.

The other 35 flights which received this clearance did not involve stopovers.

There was controversy last month when it emerged that a US flight landed at Shannon on 25 January, and due to an error on the US side, did not present negative PCR tests or passenger locator forms, in breach of Irish Covid-19 guidelines.

The US authorities apologised for the breach and committed to a review so that such a breach could be avoided for future military aircraft stopovers  at Shannon.

The Department said it informs all embassies accredited to Ireland of changes to public health requirements, including those regarding landings of foreign military aircraft, but added it had no function in relation to oversight of compliance with those guidelines.

The Department also emphasised to US authorities that crew and passengers of military flights are bound to observe public health regulations in exactly the same way as those on civilian flights.

The Department added that US authorities apologised on 4 February for breaches which had occurred, and committed to full compliance.

In a statement this afternoon a spokesperson for the US Embassy in Ireland said: "We continue to take the Irish Government's concern regarding a recent US government flight through Shannon Airport very seriously and are committed to ensuring that all Irish health and safety regulations are followed.

"Since the media reports around the initial incident, we are confident that US aircrew have followed the Irish Covid rules to the letter. We have not received any reports otherwise."
