The new housing plan, 'Delivering Homes, Building Communities', has pledged that a minimum of 300,000 new homes will be built by 2030.
Under the long-awaited plan, the State will deliver 72,000 social homes.
Ahead of its publication, people in Co Carlow spoke about what they would like to see in the programme.
One woman said: "For the young people that's working, they went to college for years and got a good education, like they need to be looked after.
"Because that’s why so many kids are going away to Australia for jobs and houses."
Another woman said she is paying €550 a month to live in what she described as a "tin can".
"I’m nearly 26 years of age and a lot of people my age are considering going abroad," she said.
