The National Directorate for Fire and Emergency Management (NDFEM) has said the whole country is vulnerable to flooding, regardless of whether a formal weather warning is in effect, over the next 24 hours.

Met Éireann has issued a Status Yellow warning for rain for all of Leinster as well as counties Cavan, Monaghan, Cork, Tipperary and Waterford.

The warning came into effect at 11pm and will remain in place until 11pm tomorrow night.

Wexford, Wicklow, Meath, Louth and Dublin will also be under a Status Yellow warning for wind, with Met Éireann also cautioning against wave overtopping amid high tides.

The wind warning came into effect at 11pm and will cease at 1pm tomorrow afternoon.

However, State agency NDFEM has said all counties are at risk of flooding during the spells of heavy rain and strong winds tonight and tomorrow.

The NDFEM has urged the public to be alert for flooding as the situation can change very quickly and even small amounts of rain could result in significant impacts in areas where river levels are high, or where the ground is already saturated.

"Local authorities and Transport Infrastructure Ireland will be active and responding in the affected areas, and the need may arise to close some roads due to flooding.

"All motorists should follow all traffic instructions put in place. Driving during heavy rain is a significant risk, and motorists should take considerable care when travelling, remaining conscious of the road conditions at all times," the emergency group added in a statement.

The double warning applies to areas in the east of the country which have been severely affected by flooding in recent weeks.

Meanwhile, a Status Yellow rain and snow warning for counties Donegal, Leitrim and Sligo will come into effect at 2am tomorrow morning and will remain in place until 2pm.

Met Éireann said heavy rain could turn to sleet and snow, which could lead to poor visibility and difficult travelling conditions.

In Northern Ireland, a Status Yellow ice warning for Northern Ireland expired at 10am this morning.

The UK Met Office had warned that wintry showers followed by clearing skies would lead to the risk of ice.
