'Nothing off table' in scrambler policing - Commissioner

The Garda Commissioner has said "nothing is off the table" in relation to the way gardaí will police the problem of scramblers, e-bikes and motorbikes following the death of 16-year-old Grace Lynch in Finglas.

Justin Kelly said gardaí were looking at new technologies, bringing in extra gardaí to the areas most affected and liaising with schools and communities to educate people to the dangers of these vehicles.

He was speaking at the graduation of 167 new gardaí at the college in Templemore.

Commissioner Kelly commiserated with the family of Grace Lynch.

He said it was "a horrendous incident" and his heart goes out to them.

He also said he met with his senior officers and told them he wanted "a change" in policing and promised people would see changes in law enforcement and increased garda activity.

He said the gardaí were looking at everything including DNA sprays, the use of drones and enhanced garda vehicles.

Commissioner Kelly pointed out that the gardaí have a pursuit policy but sometimes gardaí could not continue to pursue people on scramblers because of the dangers to the drivers, the gardaí and the community.

He also said the gardaí would concentrate on seizing these bikes by gathering intelligence, getting search warrants and carrying out searches.

Minister for Justice Jim O'Callaghan said the issue was a very difficult challenge for the gardaí, but said they seized over 170 scramblers as well as e-bikes and scooters last year.

He said the gardaí have a pursuit policy but need discretion in this matter.

Minister Callaghan said gardaí have to be careful when pursuing individuals on scramblers because it can result in other people being injured or killed.

He said there will be a very robust response to it, in memory of Grace, and there was a recognition in communities that scramblers are very dangerous vehicles being used in a reckless and deadly manner.

The minister said it would be very difficult to restrict importation of these vehicles.
