The incoming government is to create three additional minister of state roles, bringing the number to a record high of 23.

New laws to allow for the increase are expected to be brought forward in the first two days of the government being put in place next Wednesday.

The new junior ministers will have responsibility for the marine, older people and migration.

A government spokesperson said the increase was needed because of the extra responsibilities of government in light of new challenges, demographic changes and a growing population.

Meanwhile, the draft Programme for Government will be debated by members of Fianna Fáil and Fine Gael over the coming days.

Fine Gael will hold five meetings across the country beginning in Dublin tomorrow evening.

A Fianna Fáil Ard Fheis will be held in the capital on Sunday to ratify the document that will pave the way for the election of Micheál Martin as Taoiseach in the Dáil next Wednesday.

The two parties will be supported by nine Independent TDs from the Regional Group after Danny and Michael Healy-Rae joined that group yesterday.

Two of the group's TDs, Seán Canney and Noel Grealish, will hold super junior ministerial posts that will enable them to attend and contribute to Cabinet meetings.

Mr Canney will coordinate the Independent group within government and will be part of the pre-cabinet meeting with the Taoiseach and Tánaiste held each Monday.

Kevin Boxer Moran, Marian Harkin and Michael Healy-Rae will all hold minister of state roles.
