Ryan 'confident' ABP will get resources it needs

The Minister for Transport has said he confidence in the operation of An Bord Pleanála, but said it needs additional resources.

Eamon Ryan said it is critical that An Bord Pleanála has the resources to deliver good planning and that the body needs additional resources and staff "quickly" to enable it to deliver on its obligations.

He said he was confident it would get what it needs.

Mr Ryan also said he is glad the ABP recognised the Government's Climate Action plan "is centre stage" in relation to a recent decision not to oppose an order to set aside permission for a ring road around Galway.

An Bord Pleanála said it did not take into account the State's Climate Action Plan when considering the development as it was not aware the climate plan had been adopted four days before it granted permission for the project.

But the minister said the development does not mean that road projects will not be built.

"We do need roads investments and road infrastructure as part of a functioning transport system, but we do have to make sure what we do in transport contributes to meeting the climate targets," he said.

Mr Ryan said he looks forward to the decision of the courts and working with Transport Infrastructure Ireland and local authorities "to see how we make that happen".

Meanwhile, Minister for Housing Darragh O'Brien said that under his powers he can appoint temporary members to the board, and he is bringing forward a new appointments process that he has received approval for.

"Even before these controversies arose I had said that I'd like the manner of the way appointments are made to the board to be more transparent," the minister said.

Mr O'Brien said that until legislation passes, temporary appointments to the board are needed.
