Minister for Children and Youth Affairs Katherine Zappone has said the Adoption Bill, which aims to give adopted people the right to birth certificate information and other information on their identity, is being held up over concerns about the birth parents' right to privacy.

The bill seeks to provide a statutory right to birth certificate information for adopted people as well as those who were incorrectly registered or illegally adopted.

Speaking on RTÉ's Morning Ireland, she said an adopted person has a right to their identity.

"The Bill itself does seek to provide a statutory right for adopted people as well as those who were incorrectly registered or illegally adopted to their birth certificate information," she said.

The minister will hold a series of meetings this week with advocates and members of the Opposition on the Adoption Bill on how to find "a constitutionally permissible route in this Bill" to ensure the respect and right for contact in relation to the birth parents.

She said it also provides statutory footing for an information and tracing service to be available to adopted people and to provide support to them as they go through this process that will be operated by child and family agency Tusla.
