Galway councillors to review waste transfer facility

Galway County Council is to consider a motion seeking the revocation of planning permission for a waste transfer facility in Ballinasloe.

However, many residents in the town are opposed to the facility, citing environmental and road safety concerns.

The application was approved, subject to a number of conditions. Among them, is a limit on the volume of waste or recyclable materials handled on the site each year.

Planners also stipulated that all segregation and processing of waste material would have to take place inside.

It placed limits on noise levels and ruled that the facility could only operate between 6am and 8pm on weekdays, with curtailed hours on Saturdays and public holidays.

A waste transfer licence must be granted by the local authority before the facility can operate.

In his planning submission, the applicant, Sean Curran of Barna Recycling, said an efficient waste transfer system for the area was needed to reduce the distance refuse trucks had to travel in the area.

His application said the facility would primarily serve the Ballinasloe area and that the annual total volume of waste processed on the site would not exceed 23,400 tonnes.

However, locals fear this figure could be exceeded and say that if a limit above 25,000 tonnes had been sought, Environmental Impact Assessments would have been required.

They are concerned at the impact a waste transfer facility might have on the area. Many are fearful of increased traffic volumes through the town, along with a risk of pollution.

The facility would be constructed on a site adjacent to a former landfill dump at Poolboy, which was itself the subject of a High Court battle in the late 1990s.

The Poolboy Community Development Council contends that a court order blocks any waste related activities from taking place at or adjacent to the site of the old dump.

Galway County Councillors will consider a motion calling for the revocation of planning permission for the waste transfer facility.

The proposal has been brought by a number of councillors from the Ballinasloe area, who are seeking the move under Section 4 of the 1955 City and County Management Act.
