Gardaí and the emergency services are at the scene of an incident at Howth pier.
It appears that a car has entered the water.
It is thought that one person was in the vehicle.
A coastguard helicopter, an RNLI lifeboat and Dublin Fire Brigade are attending what has been described as "water rescue incident".
The Garda Water Unit is also at the scene.
