The Public Accounts Committee has heard that a Deloitte audit report into claims of funding cuts to the organisation employing people who made protected disclosures in the 'Grace' case is further delayed.
'Grace' was left in the care of a foster family for 20 years despite physical abuse, gross neglect and possible sexual abuse.
The committee had been told last month by the Director General of the Health Service Executive, Tony O'Brien, that the report was in its final stages and that he should receive it very soon.
Independent Catherine Connolly said it was not acceptable that the report was taking so long and it was adding "insult to injury".
The report was commissioned in February 2016.
