The Dáil Committee on Procedure and Privileges has cleared a Fine Gael backbencher of abusing Dáil privilege last December.
The committee voted by four votes to three that Alan Farrell had abused privilege, however a three quarters majority was required.
In December, Mr Farrell had asked that the Sinn Féin TDs Martin Ferris and Dessie Ellis should be allowed to make statements in the Dáil chamber.
He made the request after Sinn Féin leader Gerry Adams had made a statement on the murder of Portlaoise Prison officer Brain Stack, who was killed in the 1980s.
Both TDs had strongly denied any wrongdoing and made a complaint at the committee.
