European defence ministers to discuss Ukraine peacekeeping force

A meeting of European defence ministers will focus on a peacekeeping force which could form part of the security guarantees Ukraine said will be vital if Russia is to be deterred from attacking again after a ceasefire.

Defence ministers from Europe's five main military powers - France, Britain, Germany, Italy and Poland - will be hosted in Paris this morning by French President Emmanuel Macron.

It comes as Europe continues to forge a plan to provide Ukraine with security guarantees, including a possible peacekeeping force, in the event of an overall peace settlement with Russia.

Yesterday, Ukraine agreed to a US proposal for a 30-day ceasefire and immediate negotiations following talks in Saudi Arabia.

The agreement prompted US President Donald Trump to restore military and intelligence support to Ukraine.

The agreement in Jeddah followed nine hours of talks between a US delegation led by Secretary of State Marco Rubio and Ukrainian officials led by the country's foreign minister and President Volodymyr Zelensky's chief of staff.

Ukraine had proposed an initial and partial truce, halting air and seaborne attacks by both sides.

However, the joint statement has gone further and proposes a full, 30-day ceasefire and immediate peace negotiations between Ukraine and Russia.

US and Ukrainian officials also said they would conclude "as soon as possible" a deal securing US access to Ukraine's mineral wealth.

Russian news agency Tass reported the foreign ministry as saying that the main news for Russia would come not from the US or Ukraine but from Moscow.

Russian Foreign Minister Sergei Lavrov was quoted as saying that Russia would not tolerate NATO troops in Ukraine.

Mr Rubio said the US would take the proposal to Russia in the hope that Moscow would, as he put it, say yes to peace.

If not, he said, then the impediment to peace would become clear.

Mr Trump is expected to speak to his Russian counterpart Vladimir Putin in the coming days, and he said President Zelensky could make a return to the White House in due course.

US National Security Advisor Mike Waltz said the talks in Jeddah discussed what he called substantive details on how the war would permanently end, including what type of guarantees would be available to Ukraine for its long-term security.

Mr Macron has welcomed the US-Ukrainian initiative.
