Jim Gavin leaves role as chair of inner city initiative

Former Dublin GAA manager and presidential candidate Jim Gavin has left his role as chair of the North East Inner City Programme Implementation Board (NEIC).

He was appointed to the position by the government in May 2023 as an independent chair.

In a letter to local councillors, Dublin City Council said Mr Gavin is "no longer serving as Chair".

The council said Liz Canavan, Assistant Secretary General at the Department of Taoiseach, would chair the board on an interim basis.

The NEIC initiative began almost a decade ago, in July 2016, as part of a government initiative to oversee the long-term social and economic regeneration of Dublin's north east inner city.

It followed a number of gang related killings in the area after the Regency Hotel attack in February 2016 in which David Byrne was shot dead as part of an ongoing feud between two criminal gangs.

The Mulvey Report, 'Creating a Brighter Future', was published in February 2017 and recommended a number of actions to tackle priority areas such as crime and drugs, education, training and employment opportunities, services for families and young people and physical improvements.

The report also recommended a system of implementation structures to support the process, including the appointment of an independent chairperson to head a Programme Implementation Board to lead the work at local level.

Mr Gavin had stepped away from the role as Chair while contesting the presidential election, but it was not clear if or when he would resume the role after his withdrawal from the race last October.
