The cost of residential parking permits in parts of Dublin city could rise to four-and-a-half times their current rate as part of proposed changes to the capital's parking regulations.
The ability to pay for parking by mobile phone could also be removed from some areas.
A review of parking bylaws by Dublin City Council has asked councillors to consider if the permits in the high demand 'yellow zones', which currently cost €50 a year, could rise to €225, and if this could be applied pro rata to other zones.
A discussion document circulated to elected members said that there has been no change in the charge for permits since 2011 and that the current price is not in line with parking charge increases and does not take inflation into account.
It said the vast majority of residents pay €50 for one year or €80 for two years.
It pointed out that a one-year permit is the equivalent of the price of 12 hours of parking in the yellow zone.
Councillors were asked to consider increasing the cost of the permit in line with any increase in future charges or applying a 'zonal approach' where the cost of residential permits in each zone increases depending on the cost of parking in that zone.
Councillors have also been asked to consider removing the option of paying for parking by mobile phone in certain areas around Croke Park to discourage parking around the stadium.
The reports said that match day parking in residential areas around Croke Park has become increasingly problematic and has led to a series of complaints to the council.
It said in the past the two-hour maximum stay rule for residential areas around Croke Park had helped discourage use by match goers but that as the popularity of paying for parking by mobile phone has reduced the effectiveness of this measure.
It said parking enforcement would like to explore the option of removing the pay by mobile phone option from designated areas around Croke Park so that match goers can no longer top up their parking remotely and it says this may require a completely separate designated zone were paying by mobile phone is not possible.
