Residents in Dublin's Docklands have demanded that construction companies keep to agreed working hours.
A number of residents in Sheriff Street Upper say work continued until 2am on one occasion at one of eight construction sites in their vicinity.
They say work starts at 7am and usually continues to 6pm, but some sites have derogations to work until 11pm two days a week.
Residents had picketed a Collon construction site until the company took a High Court action to stop them.
The court heard that the picket had continued for 16 days and cost the company an estimated €350,000.
Collon is building a 270 bed-hotel and commercial offices at Castleforbes Business Park, at Sheriff Street Upper in Dublin 1 and said it offered the residents €75,000 in community funding.
However, one of the residents, Miriam Murphy, said they want a letter from the company undertaking that it will not breach agreed working hours.
She said the conditions with the noise and dust are "hell" for residents in apartments at Castleforbes Square, Liffey Trust/North Bank Apartments on Sheriff Street Upper.
Works starts at 7am going on sometimes to 11pm, she said.
"It's affecting our mental health with the noise, its constantly noise, noise, noise, dirt, dirt dust and children getting sick," she said.
Ms Murphy said it has being going on for year and they are facing two more years of building works.
Anita Malone said she has a young daughter recovering from surgery who cannot sit on the balcony or be taken for a walk.
Derek Dunne said he works shifts and has an eight-week-old son and four-year-old daughter and often cannot get any sleep.
Dublin City Council said there were ongoing complaints in respect of three sites in the immediate area concerned.
"Enforcement action was taken in respect of one of the sites earlier in the year following an investigation which revealed breaches of working hours. A number of recent complaints are the subject of ongoing active investigations," it said.
Collon Construction has not yet replied to queries.
