Man seriously injured after being hit by scrambler bike while sunbathing in Dublin park

A 39-year-old man was seriously injured after he was struck by a scrambler motorcycle while he was sunbathing at Darndale Park in Dublin on Saturday afternoon.

The man and a woman were lying on the grass at around 2pm on Saturday when a scrambler bike was driven over the brow of a hill and hit the couple.

The man received serious head injuries and is being treated in Beaumont Hospital where his condition is described as critical.

A 16-year-old boy is helping gardaí with their inquiries.

Investigating gardaí are appealing to any person who may have witnessed this incident or who may have information to contact Coolock Garda Station on 01-6664200, the Garda Confidential Line 1800666111 or any garda station.

Independent Councillor Noeleen Reilly has called for greater regulation of scrambler bikes.

Speaking on RTÉ's News at One, she welcomed the news that the Department of Justice was seeking legal advice regarding these bikes, saying legislation "absolutely" must be brought in.

Cllr Reilly said gardaí do not have the power to seize these bikes unless they are involved in a crash. 

She said current legislation relates to the use of these bikes in a public place, but if they are stored or used on private property gardaí cannot seize them.

Earlier, Minister for Justice Charlie Flanagan said he has asked his officials to identify whether there are additional legislative or other solutions that can assist in dealing with the misuse of scramblers and quad bikes more comprehensively.

The issue of the misuse of scramblers within public parks was a particular point of focus during a recent cross-agency meeting, he said.

Mr Flanagan said a number of laws have been identified and the Department of Justice will consult the Office of the Attorney General to determine whether any legislative amendments are needed to curb anti-social activity around scramblers and quad bikes.

Officials are also organising further consultations with local authorities and communities to provide a designated area where these vehicles could be used in a safe environment.

The minister said the Road Safety Authority is set to run a safety campaign later this year with the aim of discouraging people from buying scramblers or quad bikes as Christmas presents for minors as it is an offence (depending on the vehicle) to do so.
