The Vintners' Federation of Ireland chief has said there is lack of clarity regarding what venues have to issue tickets to customers as part of Ireland's latest phase of reopening.
Padraig Cribben described the Government's handling of the reopening over the past week as "pretty shambolic".
The details of how long in advance tickets will have to be purchased are expected to be outlined in regulations legally underpinning the rules, which will be published during the week.
Speaking on RTÉ's This Week programme, Mr Cribben said there is "not a hope" that there will be enough time to implement the requirements.
Minister of State Pippa Hackett said that there are outstanding issues that need to be addressed regarding the reopening of nightlife, but added the Government is doing this.
Speaking on RTÉ's The Week in Politics, Ms Hackett said that there are "anomalies" that need to be ironed out.
She said that the Government had a difficult decision to make and that "the easiest decision would have been not to reopen at all".
The Green Party Senator added that she realises there is some dissatisfaction with the requirement to ticket night clubs, but said that there initially was dissatisfaction with the Digital Covid Certificates and it has "worked really well".
She expects that issues surrounding the ticketing system "will iron itself out" also.
Sinn Féin TD Matt Carthy criticised the Government's handling of the reopening, branding it an "absolute shambles".
Mr Carthy said that the Government failed to engage with the affected sectors, failed to plan adequately and refused to engage with the Opposition.
The Cavan-Monaghan TD added that this undermines public confidence in the Government.
Social Democrats TD Gary Gannon said that there was poor communication between the Government and the affected sectors, adding: "bad communication during a pandemic is simply unforgivable".
Yesterday, Taoiseach Micheál Martin defended the decision to introduce ticketing for nightclubs in the face of industry criticism that it is not workable.
Mr Martin said ticketing "can be done very easily" and that it was needed for contact tracing.
