Minister for Communications, Marine and Natural Resources Dermot Ahern has set up an independent panel from which members will be drawn to hear appeals of decisions made by the communications regulator ComReg.

The panel will be chaired by Hugh Mohan SC. Each Appeal will be heard by three members, which will be selected by the Minister.

A Department statement said the appeal panel would be independent in the exercise of its functions and would determine its own procedures to hear appeals as quickly and informally as possible.

Mr Mohan, along with two other panel members Philip O'Brien and Catherine Woods, will hear the recent appeal by mobile operator Hutchinson 3 Ireland.

Hutchison 3 has appealed a ComReg decision that it has significant market power in the market for call termination. Mobile termination charges are the wholesale rates, which fixed and mobile telecoms firms pay to mobile operators for calls that are connected to subscribers on their networks.

The other member of the appeals panel is Margaret Heneghan.
