The Commission for Communications Regulation has found that the market for wholesale unbundled access to local loops is not competitive. This follows a review of the market.
ComReg found that Eircom has significant market power and said the company is now subject to a range of regulatory obligations.
These include the provision of local loop unbundling at cost oriented efficient operator prices, an obligation of non-discrimination and an obligation of transparency.
ComReg said its findings follow national consultation and consultation with the Competition Authority.
Under new European legislation, ComReg is required to review 18 relevant markets to establish whether any company holds significant market power. It so, ComReg may impose obligations to address these competition problems.
