The Office of Public Works has awarded a five-year contract to a Dublin-based consultancy to look at the potential for State property to be used by mobile telephone companies.
Vilicom will assess the suitability of State property and advise the OPW in its dealing with mobile operators.
The move is part of a programme to extract increased value for the State's benefit from its property portfolio.
Minister of State Tom Parlon said any mobile operator given a licence to install equipment on State property would have to meet a number of requirements.
These would include full compliance with normal planning guidelines, strict adherence to guidelines on exposure limits to emissions and minimising the visual impact of any equipment.
Mr Parlon also said the possibility of operators sharing masts would also be 'fully explored'.
