Dáil to debate bill on regulating commercial drone use

The Dáil will debate a private member's bill to regulate commercial drone use in Ireland.

Green Party leader and Dublin West TD Roderic O'Gorman is introducing the bill.

It comes as drone delivery company Manna said it surpassed 250,000 drone deliveries, including more than 60,000 flights in Dublin 15 since commencing operations there two years ago.

There have been some concerns about the use of drones in Dublin 15, including over noise and privacy.

Speaking on RTÉ’s Morning Ireland, Mr O’Gorman said the bill has "three main features".

"Firstly, it sets out that there needs to be a national drone policy, which would be published by the Government.

"Secondary, then, a similar statement would be contained in the development plan of each county and city council, again setting out commercial drone use in the public interest.

"And finally, my bill would allow complaints about noise pollution from drones to be taken by individuals to the district court, in the same way people can go to the district court about other sources of noise pollution," Mr O’Gorman said.

He said the bill would put in place "some basic rules" on how drones operate.

Mr O’Gorman said hundreds of delivery journeys are being transferred from roads in Dublin 15 "to the skies over our homes".

He said he has personally never used the drone service in the area but added it is convenient for some people.

However, he added "when we have a new technology like this, its use needs to be set for what is good for the entire community".

Mr O’Gorman said innovation needs to be supported but added it has to "have guard rails" and said those guard rails do not exist at the moment for commercial take-away drones.

Manna 'no issues' with bill

Speaking on the same programme, Manna co-founder Bobby Healy said the company has "no issues" with the bill and added that it "has always obeyed local rules and regulations".

"We are actually heavily regulated by the aviation regulator in Ireland, the IAA, the European regulator and … the US regulator, the FAA."

Mr Healy said Manna is happy to participate in the national drone framework.

However, he added that he would "caution overregulation at this stage".

"Europe generally loves to regulate things and it can often slow things down, or restrict the ability to innovate and to grow," he added.

Mr Healy said the company introduced new propellers on its drones last year and since the change, he said there has been a drop in the number of noise complaints.
