Opposition leaders have again written to Taoiseach Micheál Martin seeking an urgent meeting to resolve the speaking rights row.
As it stands, the Government proposal is expected to be voted on in the Dáil on Tuesday.
In the joint letter, the leaders of Sinn Féin, Labour, the Social Democrats, Independent Ireland and People Before Profit Solidarity accuse the Government of aiming "to turn democracy on its head".
"Last month your representatives at the Dáil Reform Committee collapsed the process that was underway to resolve these issues.
"You are now attempting to force through a motion bringing unprecedented changes to Standing Orders, which will turn democracy on its head," they said.
The Government is aiming to adopt the new Dáil speaking rules by using its majority to push the changes through.
The row erupted in January when the new coalition attempted to grant speaking rights to four Government-supporting Independent TDs including Michael Lowry.
Attempts to resolve the impasse failed.
Last month, Ceann Comhairle Verona Murphy ruled that the TDs in question could not form a technical group under existing rules.
