Property developer Jim Kennedy dies aged 76

Businessman and property developer Jim Kennedy has died aged 76 after a brief illness, his family has confirmed.

He passed away in London and is survived by his wife and ten children.

In 2013, a corruption trial involving Kennedy collapsed because the chief state witness Frank Dunlop, a former lobbyist, was suffering from ill health.

Mr Dunlop had testified at the Dublin Circuit Criminal Court that Kennedy gave him £25,000 cash in 1991 to pay bribes to get land in Carrickmines rezoned.

Kennedy strongly denied the accusation.

According to the Planning Tribunal, which was set up to investigate corruption in the planning process, it appeared Mr Dunlop did not report to Kennedy on the payments he actually made to councillors.

However, it added that Kennedy "was aware that the payment of money to councillors would be required, in the course of Mr Dunlop's lobbying endeavours on Mr Kennedy’s behalf".

The tribunal concluded that this "constituted corrupt activity on the part of Mr Dunlop and Mr Kennedy".

The Planning and Payments Tribunal was set up in 1997 to investigate corruption in the planning process and produced five reports and held public hearings that ended 11 years later.
