RTÉ executives endured two bruising sessions of Oireachtas committees this week.

Both meetings saw politicians do their best to get to the bottom of the RTÉ payments controversy, with record audiences tuning in to watch proceedings.

Those nine hours of committee hearings however were just the beginning of what will likely be a long, drawn-out deep dive, into the finances and culture of RTÉ.

Next week the Oireachtas committees will make their next moves and the Cabinet will also meet to consider the terms of reference for an external review of the Public Service Broadcaster.

External Review

Work has been under way this weekend to finalise the terms of reference for an external review of RTÉ's corporate governance and culture.

It was hoped that those terms of reference would have been completed earlier this week and would have been approved by a teleconference Cabinet.

However, the Government now believes that the terms of reference merit a full Cabinet discussion and so it will be presented to them during their weekly meeting on Tuesday.

The external review is expected to take a number of months, with a panel of individuals likely to be appointed to carry it out.

While the Government is eager to have answers promptly, Taoiseach Leo Varadkar also told the Dáil this week that it would be better to do it right, rather than quickly.

Grant Thornton Review

The Audit and Risk Committee of the RTÉ Board has also commissioned a review by Grant Thornton.

This is already under way and is due to be completed within the next three to four weeks.

As part of its work, a number of personnel from Grant Thornton have based themselves at the Donnybrook campus.

This week the Government requested that the timeline be accelerated.

The review is looking at payments to Ryan Tubridy between the period 2017 to 2019 and is also examining the company's top ten on-air salaries since 2008.

Once the first phase is complete, there is scope to expand the review. It's understood that the next phase could include payments made through the now infamous RTÉ Barter Account.

However, no firm decision has been made.

The account, commonly used in media companies, was used to pay for €275,000 worth of tickets and travel for commercial clients for the Rugby World Cup, IRFU season tickets and the Champions League Final.

Oireachtas Media Committee

After a four-and-a-half-hour session last week, TDs and Senators decided on Friday that a further session was needed.

RTÉ Executives and members of the RTÉ Board have been invited to appear again next Wednesday at 1.30pm.

This time however, the committee has also invited a few extra witnesses.

These are former Director General Noel Curran, former Chief Financial Officer Breda O'Keefe and former chair of the RTÉ Board Moya Doherty.

Invitations extended to former DG Dee Forbes and current Director of Content Jim Jennings for the last committee session also remain valid.

Committee Chair Niamh Smyth explained that members will likely call on the presenter Ryan Tubridy and his agent Noel Kelly to appear at a later date, but for now, the committee is focused on questioning current and former bosses.

She has also expressed a desire for all executives to remain in situ, "we're not looking for heads at this time. We're looking for truth and honesty", she said.

Oireachtas Public Accounts Committee

The Public Accounts Committee, the Dáil's powerful spending watchdog, will meet in private session next Thursday to decide on its next moves.

Among those considerations will be whether to compel the likes of former DG Dee Forbes, Mr Tubridy and Mr Kelly to appear before them.

The committee has also requested a significant amount of documentation from RTÉ, along with the Oireachtas Media Committee, which it is hoping to receive in the coming days.

The Labour Party's Alan Kelly told RTÉ bosses that he wants to see every bank account the organisation controls, including the barter account.

He also wants an audit of celebrity appearances on shows to see if these were "part of any deal", along with information on all talent agents.

Alan Kelly requested that a legal note related to a "Teams call", where the tri-partite commercial agreement was approved, be presented to the committee.

RTÉ's Director of Legal Affairs told the committee however that this document was protected by legal privilege.
