Government is aiming to end almost all Covid-19 restrictions by 22 October under plans going to Cabinet tomorrow.
The requirement for mask wearing in certain settings will remain, however.
The Cabinet Covid Committee will also recommend that the phased return to the workplace should commence on 20 September, RTÉ News understands.
It is also expected that there will be full capacity permitted on public transport from Wednesday.
From 6 September, indoor venues can use up to 60% of its capacity to host events for those who are fully vaccinated.
Outdoor events will see up to 75% capacity permitted for those who are vaccinated.
After-school indoor activities for children, such as dance and drama classes, would be set to resume on 20 September.
The final decision will be taken at a full meeting of Government tomorrow.
Furthermore, the numbers allowed attend outdoor sports events will increase from 6 September under the plans.
Ministers are working out the exact capacity increases but it is likely to be up to 50% of a venue's capacity.
Sources are indicating that the permitted numbers will be different for indoor and outdoor locations.
There will be differences too for crowds that are fully vaccinated.
Communions and confirmations can also resume from 6 September under the plan being drawn up and trade exhibitions can be held from this date onwards too.
Earlier, Minister for Public Expenditure Michael McGrath said that Covid-19 restrictions will begin to unwind from next week.
He said there will not be a declaration that Covid is over but there will be a "gradual move" from regulations to personal responsibility.
Minister for Health Stephen Donnelly, meanwhile, said the roadmap being announced tomorrow will be a detailed and comprehensive plan.
He said there was a lot to be optimistic about but added that he was watching other places with significant increases in cases including Northern Ireland, Wales and Scotland.
Mr Donnelly said there remained a need to be vigilant and to keep the guard up.
Arriving for today's key Cabinet committee meeting, Minister for Transport Eamon Ryan said office workers could return from the middle of next month but with flexibility for employers.
The Green Party leader said there would be a series of phased relaxations of restrictions for the month of September starting with public transport, to accommodate the return of schools, colleges and people going back to the office.
Minister for Arts Catherine Martin had said she was optimistic about live indoor events returning on a phased basis from early September.
This would involve the use of vaccine certificates initially, the minister said, following a meeting with the live events sector this morning.

Separately, a sub-committee on housing was also scheduled with Minister for Housing Darragh O'Brien and senior members of Government set to discuss the long awaited 'Housing for All' policy.
It is hoped the plan to tackle the housing crisis will be published on Thursday.
Elsewhere, the Department of Health said the mandatory hotel quarantine system will continue to operate for as long as is considered necessary.
At present, arrivals from just seven countries are now required to enter the system.
