The annual oversight report into the operation of aspects of the penalty points system, including the cancellation of penalty points, has found "substantial compliance" with the system.
However, the report highlights that there is a substantial number of Fixed Charge Notices returned "Undelivered- Gone Away" or "Unknown at this Address".
The report prepared and delivered by Judge Matthew Deery, the retired president of the Circuit Court, commends the establishment of additional regional Enforcement Units.
"The unit is resulting in an improvement in the degree of compliance with the system but this continues to be a work in progress," Judge Deery said.
The report for the Department of Justice says the suspension of the statutory time limit of 28 days in circumstances where Fixed Charge Notices are returned "Undelivered" has not yet occurred.
It also points out that the Gardaí have to rely on the National Vehicle file (from the Department of Transport, Tourism and Sport) to identify the registered owners of vehicles which does not always have the necessary information.
Minister for Justice Charlie Flanagan has welcomed the report.
