An Garda Síochána has overspent its overtime budget by 53% so far this year.
The Acting Commissioner told the Policing Authority that a certain element of it is pay related.
He said the pay agreement that prevented the Garda Associations going on strike included a parade payment for Gardaí 15 minutes before they go on duty.
Dónall Ó Cualáin said this had "taken a big chunk" out of the Garda's discretionary funds.
Chief Administrative Officer Joseph Nugent said they have been in ongoing discussions with the Department in relation to the issue, but there would be times when money needed to be spent in relation to organised crime and preventing deaths.
Meanwhile, the Garda officer in charge of Special Policing Operations has said that gardaí have intervened to save lives in over 40 incidents.
The Policing Authority pointed out that the development of an evidence based framework to assess the risk from organised crime groups was at risk because of a lack of funding.
However, Assistant Commissioner John O' Driscoll said he expected this work to be completed within six months and that the development of a Crime Management system was crucial in this regard.
He also said the Garda had required one for decades.
