Sinn Féin has called for an independent inspection regime for emergency homeless accommodation and Direct Provision centres.
It has published legislation that would give the Health Information and Quality Authority the power to carry inspections in this area.
The party's housing spokesman, Eoin Ó Broin, said some families were being forced to live in appalling conditions.
He said these conditions were having a long-term impact on the welfare of children.
Mr Ó Broin said: "Sinn Féin believes there is a compelling case for an independent inspection regime for these kinds of facilities.
"HIQA is best placed to do so but the agency will need additional resources to take on this role as it is already stretched to capacity with its current workload."
