Taxi passengers have been urged to start using complaint forms by the head of taxi regulation with the National Transport Authority.
Speaking on RTÉ's Morning Ireland, Wendy Thompson said around 40 million trips are taken by taxi every year.
However, just 998 complaints were received against the 26,000 taxi drivers nationwide.
Ms Thompson said the nature of the complaints was wide-ranging, varying from complaints the driver may not have showered to accusations of rude behaviour.
She said the NTA and the taxi industry want to work hard on areas that can be improved, adding that 90,000 checks were carried out last year.
Ms Thompson also said that the number of active taxi drivers has reduced considerably because the industry has transformed into a professional industry of committed drivers, rather than people having a taxi plate for a "rainy day."
She also said the industry is struggling to get new entrants to the market and to attract female drivers.
