The former chairman of the Labour Court Kevin Duffy is to be appointed as the Chairman of the Expert Commission on Water Charges.
Two days ago Joe O'Toole announced he was stepping down from the position following criticism of comments he made in relation to the funding of water charges.
Mr O'Toole had come under mounting pressure to resign following opinions expressed in media interviews where he said he has paid his water charges and in that way supports them.
Fianna Fáil, Sinn Féin and the Anti-Austerity/People Before Profit alliance had all said Mr O'Toole's position was untenable.
The Commission will look at the funding model for domestic public water services.
