Junior Minister Finian McGrath has said he is to pay his water charges following a meeting with the Attorney General.
Mr McGrath, who has responsibility for disability issues and sits at Cabinet, was an anti-water charges campaigner when in opposition and had been refusing to pay his Irish Water bills.
Speaking to RTÉ News following a meeting with AG Márie Whelan and his independent colleagues, Mr McGrath said continuing to not pay the charges would become a significant distraction from his work.
Despite saying he will pay the charge, Mr McGrath said the manner in which Irish Water was established remained personally unacceptable to him.
He added that he remained deeply sceptical about its motives and ability to deliver.
However, he recognised that the recent government negotiations had produced a review mechanism.
Mr McGrath added it was crucial that that review took account of the positions of those who had already paid, who should not be disadvantaged.
Meanwhile, a survey of senior Cabinet members by RTÉ News shows that all members liable have paid their water bills.
However, two senior ministers have not paid water charges because they do not use a public supply. Ministers Heather Humphreys and Katherine Zappone both have connections to private wells.
Chief Whip Regina Doherty and junior minister Paul Kehoe have also paid.
Potential independent TDs tipped to serve as junior ministers, Kevin 'Boxer' Moran and Seán Canney, say they have paid.
RTÉ News contacted 108 of the 158 TDs yesterday to ask if their water charges were paid up to date.
Two TDs, Jack Chambers and Kevin O'Keeffe both of Fianna Fáil, said they live in their family homes and thus do not have to pay.
Two other TDs, Anne Rabbitte of Fianna Fáil and Helen McEntee of Fine Gael, said their charges are covered by their landlords.
A number of others said they have private supplies or are members of group water schemes.
They include Michael Moynihan of Fianna Fáil; Fine Gael's Michael D'Arcy, Andrew Doyle and Bernard Durkan; and Independent Michael Fitzmaurice.
All TDs on the left of the Dáil contacted by RTÉ News said they have not paid. They include AAA/PBP's Richard Boyd Barrett, Ruth Coppinger and Paul Murphy.
None of Sinn Féin's 23 TDs have paid.
Catherine Murphy of the Social Democrats did not pay, nor did Independent Thomas Pringle.
Independent TD Michael Collins from Cork South-West said he pays water charges on his farm but has not paid anything to Irish Water.
The Labour Party yesterday published a bill to refund customers who have paid their water charges.
The party said that given the proposed suspension of charges, those who have paid must be treated the same as those who did not.
