The terms of reference for the proposed group that will coordinate the agencies with responsibility for the River Shannon are being finalised.
It is expected that they will be published within days.
It is proposed that the group, which will have responsibility for flood works in areas along the Shannon, will meet on a quarterly basis and will be chaired by the Office of Public Works.
It is also planned that the coordinating group will make the various agencies publish their plans for the river and it will recommend if any of them will need regulatory or legislative changes to carry out flood works.
Members of the body will also be required to appear before an Oireachtas committee.
There have been a number of calls for the establishment of the group following recent flooding.
