The Fennelly Commission is distributing its draft interim report to interested parties today.

The report deals with the sequence of events leading up to the retirement of former Garda commissioner Martin Callinan last year.

He stepped down following a visit to his home by the former secretary general of the Department of Justice, Brian Purcell.

Fianna Fáil has accused the Taoiseach of sacking the former commissioner.

Enda Kenny has said he sent Mr Purcell to Mr Callinan's home to impress on him the gravity of the recording of certain telephone calls in Garda stations.

It subsequently emerged that the former commissioner had sent a letter to the Department of Justice for the attention of the then Minister for Justice two weeks previously.

The letter outlined the steps Mr Callinan was taking in relation to the recording and retention of phone calls in Garda stations and the fact that he had informed the Attorney General's office four months before in November 2013.

That letter is also the subject of the draft report circulated today.

Those who will receive the report include the Taoiseach, former justice minister Alan Shatter, Mr Callinan, Mr Purcell and Secretary General to the Government Martin Fraser

They will have an opportunity to respond before the final report is sent to the Department of the Taoiseach for publication.

It is an offence to disclose information contained in a draft Commission of Investigation report.

Justice Nial Fennelly's commission is also examining the recordings of telephone calls in Garda stations - including Bandon Garda Station in Cork where journalist Ian Bailey was arrested in 1997 in connection with the murder of Sophie Toscan du Plantier.

Mr Bailey lost a High Court case for conspiracy against An Garda Síochána and the State earlier this year.
