Minister for the Environment Alan has said some of the actions by water charge protesters are outrageous and unacceptable.
Mr Kelly said he met with officials yesterday from Irish Water and said they told him of workers being followed home and of being bitten.
He said while he accepted the right of people to protest he said he abhors some of the actions by what he said was a minority of protesters.
Mr Kelly also dismissed suggestions that the water metering programme was being scaled back, saying that it was in fact running ahead of schedule.
On the outcome of the next general election he said he believes the voters will decide whether they want to continue with what he said were the achievements of the current Government or whether they want chaos, adding the alternative was "utter chaos".
He also said he thought Joan Burton as leader of the Labour Party was doing a fantastic job.
