The terms of reference for the investigation into baby deaths and babies deprived of oxygen at birth at Portiuncula Hospital in Galway are expected to be finalised this week or next.
The membership of the review team has also to be finalised.
Minister for Health Leo Varadkar has said it is important that the people carrying out the review are not from the Saolta University Healthcare Group, and that most of them are independent of the HSE.
On 23 January, the Saolta group, which manages Portiuncula, said that it would investigate the deaths of two babies and five babies who had evidence of oxygen deprivation between February and November 2014.
