An Oireachtas report into concussion injuries has recommended that State funding for sporting organisations should be linked to the completion of awareness training by referees, medical professionals and coaches.
The report from the Joint Committee on Health and Children also recommends that a task force be set up to implement 14 recommendations.
Among them is the adoption of a consistent approach to concussion injuries by the different sporting organisations.
The report also calls for compulsory recording for concussion injuries by all organisations from schools up.
The report has been published after hearings involving all parties in October.
It also backs the adoption of the Zurich consensus, which recommends the immediate removal of a player showing signs of concussion.
Acquired Brain Injury Ireland has welcomed the report, with CEO Barbara O'Connell saying she looks forward to practical measures being implemented to make real change.
