Twenty-four voluntary hospitals or health agencies have told the Health Service Executive that they are not compliant with public pay policy.
In an update provided to Minister for Health James Reilly today, a HSE report says that 12 other agencies say they are compliant, while eight more have yet to indicate their status.
It follows a request to 44 agencies that receive HSE funding but are not managed by them to confirm compliance with public pay policy.
They were also asked to confirm that they are not supplementing approved rates of pay with either Exchequer funding or private funding.
The HSE is to examine the detailed responses of agencies to verify the situation in each facility.
The minister said that if an organisation wishes to make a business case for the continuation of an approved allowance, it may do so and this will be considered.
HSE Director General Tony O'Brien is due to appear before the Oireachtas Public Accounts Committee next Wednesday on the issue.
The minister had asked the HSE to now write to another group of health agencies, Section 39 non-statutory bodies, to ensure that their pay arrangements reflect Government public pay policy.
